Default 1992 TV cable adjustment !!!

I recently had to remove the heads due to sudden overheating and both heads warped. It is back together and running cool and great. Somewhere I obviously disturbed the TV cable to the transmission adjustment. It now shifts 1st to 2nd a little harshly and at higher RPM than before, 2nd to 3rd is better and all other shifts are good. Passing gear works great and it downshifts good. It must be out just a little. OK here is the problem. I have FSM for the 92 but the section that discusses this is vague and hard to follow, almost like it was translated from Japanese. Got the throttle cable to the throttle body adjusted with no problem. Figured out the little lever latch on the TV cable but I can not get it to as per the book so I can not adjust it at all it just will not move with the latch unlocked. Book says use a torque wrench that I have, and 1/4 inch extension but there is no 1/4 inch square hole in the designated cam for it to fit into. The 1/8 inch hole for the drill bit is there. HOW THE HECK DO I ADJUST THE TV CABLE ???? If you can give me a second by second description in detail I would greatly appreciate it. Sorry about the length of this post but this is last thing I need to do and I am getting very frustrated with it. Thanks for your replies. No page copies of the FSM please as it just sucks.
