It's the pulsator. It's supposed to absorb vibration (keep noise down). You can toss it and replace it with high pressure fuel injection line. 5/8" may be a little big though . I think it's 5/16" or 3/8".
whats the point of this? its like the connecting hose but has this housing on it.. why? and can I replace it with just normal 5/8 fuel line?
I believe the pulsator is a damper. It absorbs the pressure pulses from the pump so the flow is more smooth or constant. It can be eliminated but GM put it there for a reason. I would imagine the pressure at the injectors are more constant and spray is more uniform and regulated.
The pulsator is meant to stop the fuel lines from vibrating from the fuel pressure pulsations. Many people replace it with a length of SUBMERSIBLE fuel line without any problems. The fuel line must be submersible or it will degrade. This is what you need:
