have you got the setting on the tester correct, so that it goes above low volts ?

I'm not 100% sure, but I'm thinking the TPS minimum voltage spec is .54 +/- .075 VDC - worst case, minimum should be .47V. I'm not familiar if the TPS on an 86 is adjustable like my 85, but if it's not, you may be able to get some very minor adjustment just due to the mounting hole(s) tolerance - ??? - or if the TPS has adjusting slots, it should be a simple adjustment. one other thing I have to ask, how are you getting your readings - digital volt meter, analog, and how accurate is the reading. is the .42V you're getting affecting the drivability of the car? the .42V does seem a bit low, but on the other hand, my 90's TPS min voltage was .67V, and it didn't seem to cause any issues. I was able to get some minor adjustment by bending the tab on the TPS itself, but I was really never happy with that. I did however, replace it with an earlier design that had full adjustment capabilities.

Both screw holes are slotted, so try different combinations of where you pivot the TPS, until you reach the correct voltage.

What reading do you get when you open the throttle to maximum? It should go to at least 4 volts.

How are you measuring the TPS voltage? You should be measuring between the middle and bottom wires on the TPS connector. DO NOT use engine metal as the ground point for your meter. [ EDIT ] I screwed that up. I relied on my memory, which is obviously not as reliable as I thought. Measure between the middle and TOP wires. [ /EDIT ]

For reference, you should measure approximately 5 volts between the top and bottom TPS wires. That 5 volts is a reference voltage that comes from the ECM.

Friends, Romans, Countrymen. Lend me your ears.

3 wires. 1 5V, 1 Ground and 1 input to the ECM. Find the 5V and the other 2 should be easy. If you don't have 5V reference, you have other issues.

Yes, top 2 wires. Top is ground, middle is output and bottom is 5v input

Ground 1 end of the DVOM and touch the 3 wires, one at a time till you get 5 V. That is your reference. Now you have 2 wires left. Key on, Engine off, tweak the throttle and touch the other 2 wires. As you increase throttle, you get more voltage through one of them. Should start at about 0.5V. That is your signal to the ECM. Last wire is ground.
