I have a 96. Car was missing the remote / fob when I bought it.
I ordered a new remote / fob from ebay.

3. Push TRIP OD0 on the Driver Information Center twice.
4. Within five seconds, press and hold FUEL INFO until the PASSIVE KEYLESS ENTRY light comes on.

The light never comes on?

The only thing I have not tested is if the light is burnt out. Is there anything else that can disable the system? If the light was burnt out, it should still program the remote. I tried with no luck.

There's a 5 amp fuse in the passenger side dash fuse box. I don't recall the number, but it's the fourth one up from the bottom left corner on the far left side. The one that's missing in this picture.

Can you provide a link to where you purchased it? I'm looking for one to replace the broken fob on my 94. This is the only one I have seen, but mine works, just the case is broken.

You should check fuses 26, 40 and 42. Another thing to check is that the TRIP and FUEL buttons themselves are working correctly. It's rare but they can get stuck or need to be cleaned etc.
If it still won't light up (since you have already thought of the burned out bulb) it's likely that the PKE receiver is not working. Unfortunately that is fairly common as these cars get older, I've never replaced one but I understand it is pretty difficult. There is nothing that would disable the programming procedure. When people ask about getting a fob I recommend that they go through the programming procedure first to make sure that the light comes on before buying a fob.

The fuse in the picture above is good.
The Trip and Fuel buttons work fine.
Remote is not needed to get to program mode, so if remote is bad the light would still come on.
You can get the remote/fob on ebay. I paid $135 for mine. Sounds like I may be selling it.
I have not pulled the dash apart to check the light. Getting a new deck in a few days. Figured I would wait till then.

Would someone go hold down on there FUEL INFO button and tell me if there dash cycles through the display options.
While holding down mine loops goes through each option on the dash, like Im pushing the button over and over.

Not sure what role they play, but in my 95 owners manual they list the PKE on the 40 and 42 fuses, as well as the radio and door locks.

The PKE and many/most other systems rely on the CCM/BCM for proper operation. I'd say you need to do the CCM/BCM diagnostics and check the DTC's and it's operation. The PKE I believe is going to be secondary after the CCM/BCM diagnostics. I believe that PKE diagnostics are pretty straight forward in the FSM and refer you to the CCM at nearly every failure of a step in programming of the PKE.

Does the PKE light come on for 2 seconds when the key is turned to the ON position?

If this self test does not work properly, you will not be able to program the car.
If the self test fails, then the PKE receiver is bad or the lamp. Unfortunitly the receiver is usually defective.

I'm experiencing the same issue and was wondering the same thing as when I attempted to program the dash kept looping.

Great, ok then I guess the cycling is normal operation.
I still have not checked the bulbed. I am waiting for the new head unit before I take the dash apart. Should be here any day.

That is correct, if the system is in sleep mode, the PKE lamp will not light for the 2 second test. However even in sleep mode you can go into the programming mode with the dash buttons and have the lamp come on and go thru the programming steps is all is working OK.

I don't know if the PKE will come out of sleep mode if power is removed from it by disconnecting the car battery or pulling the proper fuses.......never tried it.
