Did one side ( replacing with Bilstiens) lowered suspension the shock cover rattles around like a bell with the suggested squish of even with washers. So I put a load on the suspension & tighten the lower bushing so the cover doesn't rattle. The upper bushing sure is smashed when the load is removed

you do have to do them up pretty tight and get some squish on the rubbers.
I saw the post and there was so much information "not posted" by the OP I thought I'd just maybe watch and see what developed. Without "numbers" there's little help, NUMBERS = year and part number of product.
OP - you need to mention 1. The "year" and 2. the part # of the shocks.

Your shocks by part # are a match to what Bilstein says is correct for an '88. The '88 is a "single year" application. Originally the insulators would have been 2 different part # and been very different for under the suspension member and a different above. The retainer/washer would have been the same. Aside from the "SQUISH" you mention the install looks correct. Have you done the other side? Are both of the insulators the same or does one definitely have a "shoulder" that indicates it's for under the suspension member and would use the "shoulder" to center it in the bore.
In stead of worrying about the squish, maybe its time to replace and fill the brake fluid?

Breaks are next , both look the same. I guess I'm not used to the idea of the shocks limiting suspension travel.
I don't if this might be your issue or not but not too hard to check. I once got a set of shocks for a vehicle that had the wrong bushings in the kit. They apparently didn't fill the mounting hole properly when tightened up, they rang and clunked so much it was embarrassing. They let the shock 'flop' around when driving and hitting a bump etc. After much frustration, I only found it when I took one off and compared the parts to the original. Quick call to the vendor got a set of replacement's in the mail (before the internet).

They are a little different then factory, but they will work fine.
I tightened mine a little less then his. So I have a little less squish.

I also though it was weird to have to support the lower control arms to put the shocks on.
