Turn the key on and pump kicks on and good psi at rail but doesn't start until oil psi is about 5. I thought if it had good psi at the rail with key on then the relay is good?
OPS is only a "BACKUP" for the fuel pump. ECM controls the relay. Cliff has some corrected wiring schematics from an '86 FSM that you might compare to your '87? I think. If you have SES at "key-on/no-start" then the ECM is powered so you would check the relay supply from the ECM. Remember it's only a 2 second thing.
A couple years ago Cliff summarized quite well the operation in this thread for another user. It's a very god read regarding fuel for an L98 with a '165 ECM

Well read that thread and went out n pulled the 3amp emc/ign fuse. It was good but it had a bad connection because soon as I put it back in the problem went away, so I replaced it with a new fuse anyway. idk is the SES light was on before and I think it wasn't but it is now.
Yah cranks like a champ! It started good a handful of times since the fuse so I'm thinking loose wire at the block and gonna pull the dash apart soon for something anyways.
