The cruise control on my '89 coupe has not worked since I bought the car, about a year ago.
What procedure can I use to narrow down the culprit??
If it helps the car has 100K miles on it yet the condition physically and mechanically is excellent ( unbutchered ) and it looks as though
it has always been cared for!

Joseph, the diagnosis is quite complex. The easiest check is the fuse. The manual displays the '85 - '92 panel with the cruise fuse (10 amp) located in the lower right corner, one fuse to the left of the "stop" fuse (20 amp).
There is also a vacuum line, not exactly sure where it is, but Gordon Killebrew discussed this last time I was in Bowling Green.
The vacuum line is off a "T", I think the "T" comes off the intake and goes to the Cruise control and the other to the A/C in the dash. But I'm not 100% sure.
Believe Corvette Fever had an article on this system about a year ago. It was VERY GOOD. Some Forum member may recall the article and month. Believe it was Chris Petris. He is very good. Met him at Carlisle. A+ guy.
As stated above, the usual suspect is vacuum. If you have the service manual, trouble shooting chart will help and fortunately, most components are readily accessible.
Best bet is to get that article. Good luck. Hope you get the car fixed.
On my 87, there is a vacuum line right behind the distributor. When that broke I lost cruise control as well as my vent controls on the manual A/C. That's my only experience with troubleshooting the cruise control.
The T is located near the master cylinder on the drivers side of the car. It is on the line that goes from the distributor area to the reservoir which is located on the left front of the vehicle under the headlight. Sometimes, the line gets unplugged by accident. I would first check the fuses.
