Visit some transmission shops in the area that have been in business for many years. They very often will have assorted gears from previous ratio changes etc. If you've already purchased the 15 tooth and the correct vss you could maybe settle for a 41 tooth that would theoretically *slow* the speedometer but it would get you close to make it drive-able. If you found a 39 tooth you'd have to use the original VSS that's there now.
Pitch correction of the gear mesh is different 39 and below.
If you found a 45 tooth first then you could use the current drive gear and the newer VSS that you've bought. TA mentioned that possibility earlier.

Just buy the SG5 and you do not have to change gears and it is easy to install, cost is around $80.00.
I've always mentioned that as a "last resort" when doing C4 calibrations. Much depends upon how much information the ABS/ASR/Cruise and ECM rely on a correct VSS signal. When using boxes on early cars regardless of brand there were very often issues with cruise etc. LAST RESORT!!!!
