Did you verify the fuel pressure gauge is working correctly.
Check the return hose from the FPR back to the tank to see if it flows.
You can remove the hose from the top of the pump/sender unit and put the hose in a jar and see if fuel comes into it. All you really have to do is to do the 2 second prime (couple times) to see if it is working.
