I don't know what year you have, but the later c4's have 3 wires just for the purpose of addition something like this. They are tucked away in the center console, just waiting for you to use them.

you could replace the cig lighter with that one probably. Just pop the cig lighter out and insert that one, then wire to the cig lighter wires.
If you want to add it someplace else, you can put one into the center console under the lid and just run the wires off the cig lighter or radio power. Someone else can tell us if the cigarette lighter is always on or if it's just on when the key is on.

Thanks for the replies. It’s an ‘89 so it has the older style center console. I don’t really want to install one where the cig lighter is because I don’t want to leave the lid open when something’s plugged in.

Then I'd put it in the center console. You'll have to take the lid off and the shifter surround, run the cable past the shifter and drill a hole into the compartment in the middle to mount your outlet.
I did the same thing, but ran it from the back USB on my stereo so that I could put my phone in the center console and lock it and still have it plugged into the radio for playback.
Usually those USB mounts are 3/4", can get a paddle bit from Lowes pretty cheap. Put some painter's tape over the plastic to protect it and make it easier for the drill bit to bite.
