1995 LT1. First time you turn the key, cold or warm, you do not hear the fuel pump therefore car will not start or takes a really really long time to start. 2nd time, you always always hear the fuel pump and engine fires right up! Essentially and exactly "every-other-time you turn the key" the fuel pump kicks on. Fuel Pressure Regulator??
Engine runs perfectly fine after car starts, no problems once I get going. I replaced the fuel pump relay and fuel filter and.....that has not helped.
I'd focus on the not hearing the fuel pump problem. The fuel pressure regulator wouldn't have anything to do with that. I wouldn't know what to do much more than that. Does the ECM send the signal to the fuel pump?
If so, I'd try a spare one to see what happens. Maybe look at a Factory Service Manual and go through the diagnostic steps?
It is a wire problem. Jiggle the key in the ignition switch prior to starting. Then if that does not make it start, move your tilt up and down. If you have a factory service manual trace wiring from key switch to fuel pump relay to fuel pump. Could be your key not reading your computer. Have you had any work done prior to starting problem? I have found owning a 93 since new the wiring is so tight when terminating and even at the grounding points there should be loops so the wiring can flex with car movements.
Interesting. Jiggling the key / moving the wheel as you described didn't change anything. After fuel pressure is built up, car starts fine. Its when it sits, it takes turning the key over 2x to get the fuel pump to do its job.
I can't point to any work that was done just before the problem started....

Just through simple trouble shooting, I tightened the positive battery cable connection and it seems to be helping for now. BTW, changing /getting to the fuel pump relay was a PAIN IN THE ***.
