94 Speedometer Problem

My 94 speedometer is fluctuating up and down. Any idea where my starting point would be or ideas of the cause and repair?

Might be the VSS in the transmission. Easy to change.

I ask if the cruise is working completely properly. If it is, then the VSS might be OK because the cruise and the speedometer used the same signal.
If the cruise is OK, the problem could be in the dash or the CCM. Much harder to deal with.
