'90 won't start

Once in a great while it will turn over strong and start, but then after that it's back to clicking. I removed the starter and took it apart and inspected everything. The cables are all good. The wires are all good. I cleaned the chip in the key.The battery is good, it's new, but I checked it anyway. Voltage is good.
Any idea why the thing is clicking under the distributor cover?
I didn't put the starter back on, I'm gonna take it to have it tested. Apparently all the autozones and advanced auto stores around here have broken testers. Or so they say.

I appreciate that you took time to respond, though. I really do.
This'll be the very last repair on this paperweight. Gonna start shopping for a C5, I think. It's not even really enjoyable working on this C4 anymore. It's becoming one stupid thing after another.
