Default bench testing throttle body
Are there any tests or companies I can send my throttle body to that can determine the quality of my throttle body?

None that I've ever heard of. What is in question. Can you simply look at it?

Default Issue
Maybe a throttle shaft too loose causing a leak.

Can't you rotate the shaft to open the blades slightly, then wiggle the shaft and see how much play there is?

A throttle body is not rocket science. It's a valve that opens to let air in. You can measure the play in the throttle shaft. There is a spec for that. Gotta google
