Thanks to everyone for their input. So this is where it is at. I installed a new ignition switch, tested it using the rod movement by the key and by simply moving the mechanism in the switch back and forth with a screwdriver. The rod clearly moves.
Car still runs with key out. Only way to turn it off is by pulling fuses for injectors.
There is no remote starter. It does not appear that any of the wiring under the dash is monkeyed with.
Any other thoughts?

In the column with the parts kit mentioned in post #9 I'd think next. It seems odd that after replacement of ignition switch that you couldn't 'shut down' using the rod. It might require considerable effort but I'd think you could.
I'd have thought so too. However, plugging in either the new or old switch and putting it through all of it's positions with a screwdriver did not work either. So, there is NOT a spot at any of the clicks of the switch that shut off the car. So, the way I understand, if there was a problem with the travel of the rod, there is not a location it could get to when connected into the switch that shuts off the car. Then I would think that there is something after the switch that wont turn off despite all of the switch positions reached by key turn or screw driver manipulation.
I can't explain the relief I feel tonite. I am not sure I fully understand the electrics of this my car BUT, I found that unplugging a 'wired in' connector that was, for some reason, serially connected to the positive battery terminal shut the car down. I had replaced the ignition switch, tested it in situ and manually. This did not shut the car down. So, I wired in an on/off toggle in line with that connector. We started the car and flipped the switch and the car shut down. I turned the key back (as you would to turn off any car) and the fan and clock went off as normal.
I fear this may offend a purist but I needed to find a way to transition the car from paperweight to run and drive and turn off status. I will continue to try to understand the real issues with this car but, as of now, I feel a weight off my back.
