My friends c4 won't start but flickers and click relatively rapidly. He says the battery was changed not to long before the video was recorded in attempts to get it running. Its been sitting for years. In the video it is being jumped by another car and maybe has one or two cranks right after you take off the jump, then it does nothing again. There is a little bit of gas in it and I can't get a code since I don't currently have an obd1 reader. Any ideas or solutions. I'm hoping it's nothing engine related.

When I was young, had a no power whatsoever and proceeded to take the battery out as the extension cord would not reach to hook up a battery charger to where the vehicle was parked. After the battery charger indicated that the battery was fully charged, reinstalled battery and had the same click click click as in^^^the video. Failing to realize what the problem was, Dad called his mechanic friend to look at the vehicle. Dad's friend shows up, immediately pulls a 5/16" wrench out of his shirt pocket and gave the battery terminals a good snug VROOOM!!! Boy did I feel embarrassed!!! YMMV
Similar story with me when I replaced new battery, alternator, voltage regulator and still had this problem. My dad came over and cleaned the inside of the cables, started right up and never had a charging issue again. Clean all your connections with a wire brush or sand paper. Alternator wire, battery cables, wire to starter etc.
I agree that it sounds like the battery but I would also check the connections on the battery for being clean and tight. Also, check the other end of the cables to be sure the one going to the starter and the one going to ground are tight
I've been recharging the battery while it's in the car. When the battery is fully charged, just opening the driver door drops the battery to 60% charge that quick. It's acting like there is a direct short somewhere but only when relays and such are activated. Because of this huge drop in voltage, I'm unable to read any codes.
I will take the new battery in and have it tested.
