The actual manufacturer site solved the issue. Thank you. I really appreciate it. Well, here's the update. I'm back to square one LMFAO!!!! That's right! Back to the same error as my first post, even with Windows XP. I'm beginning to think it's a faulty jet programmer. I tried to turn off all the energy stuff that may have came with the install. The only drivers that are missing is for video card and an audio codec. I doubt that's causing the issue. Anyhow, tomorrow is another day fellas, any other ideas???

I don't know dude, this is why I ignored all of the horror stories and going backwards in technology. Spent $400 bucks on the programmer, another $300 on a "NEW" HP dedicated laptop, $40 bucks for Best Buy to load the software to avoid all the BS you are going through, $50 bucks on a good quality cable and thumb drive and another $200 on a Garrett tune. So, about a grand but I'm good to go for life with no headaches and my car runs insane!! I hope you can remedy your situation...I didn't want to invest that kind of dough but I'm glad i did.
I was hoping to get this tune backed up for the conversion, that way I have something to go by. I already have a 16188051 Ecm and software. I just need the obd1 knock sensor to swap in, and TunerCAT. Looks like I might be making the jump sooner than expected lol. Anyhow, I exactly did that, except it's a dedicated desktop . But right now, I'm hoping to have more leverage with finding an answer. Of course considering that the error is happening on a platform the tuner was designed with. So there has to be more information out there. As a matter of fact, would anyone have the values or back-up tune for a base/stock 1996 LT1 w/4L60e? Thanks again

Yes.
Sounds like there is an error on the installation disk. This is another one of the issues that people have with Jet DST. Contact them. Let them know that you have tried both on a Windows 10 machine and a dedicated XP machine, with the same error occurring. You might need a new installation disk or a new cable or both.
Do not go any further connecting it to your car. I will need to load the software on this machine and if you PM me your email address and the VIN to your car, I will go in and change the VIN and send the file to you.

This is one of the horror stories starting. He didn't go backwards in technology, he tried both Win10 and XP and separate machines.
I am still wanting the file from Garrett if there is a backup of it as it was shipped, not what it is now.
That's great! Thank you. I found an adx file for the matching OBD1 ecm. I'm just having issues finding or selecting the right XDF file.
Are you just wanting to see what the values are ? I have them in an exported .txt (text) file also. Of course its easier to just import a file into the desktop software and look at it. If that is all you need it for, PM me your email address.

Yes, that's where I got the adx file from. But after looking again, I noticed the xdf file was right next to it.... HOLY FREAKING COW!!!! What a morning! Basically I wanted to see what my current values are. I know the car has been tuned before, and I would like something to use as a reference for the swap. But lets see where this path leads us... After some digging, and talking to the PO. He might have fried the PCM. He had it tuned, then tried something with his friend. And the rest is history. Looks like I'm sending the Jet back and swapping to obd1. Now to learn how to read the parameters on Tuner RTPro. For example, I have larger than stock wheels, and need to make an adjustment. Where do I go? I couldn't find anything. I'm using the bin and xdf from their website too.

So, I've sat on this for a few days because I wanted to think about the business perspective and fairness to Garrett Tuning. I will not send you the file that I paid for however, I will help and assist with the tuning of your car based on my personal tune that I took from Garrett. First of all, I don't know you, I'm new to the forum and we have no forum relationship. Second, I don't think Garrett Tuning would appreciate me giving out their secret sauce for a 96-97 Corvette LT-1 and LS-1. They charge for that information and I paid for that information. But I will help you and others by posting snapshots of my tuning. I think that's business smart and being fair to you, others and most importantly, Garrett Tuning...
Alright Gents, JetDTS is on it's way back, knock sensors and TunerCat are in route, PCM, painted to match the car and ready to install (I just hope it's working). Now I have two laptops (one personal (W11), one dedicated (W10), and a desktop (XP). With Tuner RT Pro, can I just use my Windows 10 laptop, or do I need Windows XP? I'm freaking stoked about trying this swap/upgrade out. I'm not sure what to expect, but it's a learning situation. Plus I kind of feel pretty good about this swap.

Do yourself a favor and dedicate a Laptop or Netbook with Windows XP installed on it. Make sure you disconnect your WIFi/internet connection so it never updates.
Ignore the JET instructions about it being compatible with Windows 10.
It will run but it will eventually brick the PCM!!
I initially had my JET DST installed on my Windows 10 64 bit laptop. I flashed my PCM many times with absolutely no problems.
Then out of nowhere one day JET bricked my PCM I could not recover the PCM no matter what I did.
Luckily I had a few back up PCMs that I had cloned for my Corvette.
From then on I dedicated an old Netbook with Windows XP to flash my PCM with the JET DST.

@TheKodiak I emailed you a stock 1996 Jet file with your VIN in it. Take notice on the email I said that it is set for a 3.07 performance rear gear set. I also sent you a file for a 96 Grand Sport LT4 6-speed to look at.

No idea about which windows to use. Look at his site, there are some FAQ's there.

Good morning all. Status update, I didn't brick the pcm afterall. When I last messed with it. I didn't notice that I left the interior lights on, and threw the cover back on. Well last night, I was getting things ready to recover the obd2 pcm, and noticed the car was dead. So I swapped batteries and got everything ready, but I left the battery disconnected. So this morning, I got my desktop, and set everything up. When I put power to the car, no fans or christmas tree in sight. So I proceeded to reinstalled the the stock parameters. It went through without a hitch. I even "Read", got the cars info, and calibrated the tires.... no problems. Next I would like to lower the cooling fan temperature. Which brings my next Q. Do I have to adjust any parameters for aftermarket roller rockers (1.6:1)?
In conclusion: The answer to the error window, was a prior tune lock. After re-flashing with a stock parameter file (Thanks Doc), it removed the lock and the previous tune, which allowed me to start from scratch.
