1991 timing issues

I would get the scan tool on there, get it on "Data Stream"' or live data....what ever your scanner calls it, and start scrutinizing things to look for something that seems out of whack. What doesn't "jive"? IATs? O2 cross counts? CTS? EGR temp? (is it leaking EGR when it shouldn't be?)
Take a pic of all of the selected readings and post it? Maybe?

My O2 sensor doesn't work. I just replaced it but it's still doing the same thing as before so I think there's something up with the circuit somewhere else. A previous owner disabled it and the car has run in open loop as long as I've owned it.
I don't have an EGR either. That was disabled and everything except the valve itself on the intake manifold is gone.
