Default idle issues

I attempted to reset the IAC according to a tech article I found. With the IAC unplugged it said to get the idle to 450 then plug it back up and it should adjust itself. With mine unplugged I can't get the idle below 1000 but idles smooth. When I plug the IAC back up it starts fluctuating between 1300 to almost cutting off. I got the TPS set to factory setting. 85 with rebuilt 5.7 and 4+3 trans,

Not sure what you found for procedure, but the set timing connector needs to be unplugged and the IAC unplugged after diagnostic terminal is grounded and engine off.
Without doing these, you could run into a high idle or you have a vacuum leak.
