Default Missing ground connection

Hey guys so I straight up missing a ground wire on my 1988 c4 corvette. I found the grounding point because the grounds still there just no wire. The ground is under the dashboard and right on the underside of my steering column. I’m assuming this is why my horn or hazards don’t work. Does anyone know where this connects to or how to replace this so that it works properly and I don’t have any issues.

I don't believe that's an OE ring terminal intended for grounding. I would doall of the other appropriate diagnostics for your issue. Did a PO maybe try to resolve an issue using this? Very likely. Do you have the FSM(Factory/Field Service Manual) for diagnostics?

I agree, that doesn't look OEM at all. Something I would do, personally, but not the factory.

I don’t have a manual currently so I can’t look it up. I didn’t think it was a newer one however I am pretty new to cars. Do you guys have any idea as to what the PO might’ve been trying to replace ground wise? I almost assume it was the turn signal issue because my turn signal fuse was blow but g115 and g116 were cleaned super well.

If it was connected to anything previously you should be able to find a 'dangler' - see if you can find a dangling Black maybe or anything else close. A new fuse in turn/bu blows instantly always? You mentioned hazards & horn earlier?
