I've been meaning (for a long time) to share the process I used to replace the Targa Top headliner in both of my C4's. I finally got around to putting some pics and text about it here:
I just did mine too. The fabric in my original (1989) had separated from the foam and fiber board underlayment, and it was showering the interior with degraded foam dust. It was quite a mess to clean all of that off. I wound up buying a pre-cut replacement on the backing board and it went in easily using the Velcro tape they provided. Photo below shows how it came out. This was taken before I used some Armor-All on the rubber bumpers.
I replaced the headliner on the targa top on my '90 ZR-1 without even removing the top from the car. I was able to remove the fiberboard from the top, scrape off all the glue and residue from the underside of the top and the fiberboard, then reglue the foam and fabric to the board and reinstall it to the top also using the spray glue and heavy duty Velcro in case I ever wanted t remove it again. Looks brand new and you'd never know it's not original.
