HELP!!! Car won't turn over!
The start solenoid is part of the starter motor. If you jump 12 v to the small terminal on the starter, you should activate the start solenoid and the starter should crank the engine if the solenoid is good and the frame of the starter motor is making a good electrical connection to the engine.

Have you checked the engine to frame ground strap? Seems like I remember a similar problem on my 93 and it ended up beeing a poor ground.
I'll be sure to check all of that AFTER I get the car out of the freezing cold. I'll probably do it monday after work, it'll give my body some time to recoupe and with a little luck we'll get some warmer weather. Thanks guys.
