The rear defogger has a 30 amp circuit breaker. There is 24 amps flowing in the rear defogger and usually it fails due to the slide on terminal/s on the window connection. These terminals get hot and over time the terminal loses its spring tension and makes a poor resistance connection. The next place you have trouble is in the connection through each gas strut. Turn on the defogger and using your voltmeter, check for voltage drop across each gas strut(should be under 0.5 volt) and at the slide on terminals at the window terminal (also, these terminals may be very hot and they aren't supposed to be).
