Default Engine gets overheated

Hi!
Last week, i took my C4 (88) to the Service. They told me it's urgent to replace: ExhaustSystem, Catalysator, Brake, and the drive belt... ok, i let them replace all for a high price.
after, i went back at home, my C4 got overheated, the cooling water temparature jumped to over 212 F, and if i opened the
hood there came out very hot air and the hood stand was untouchable hot. I went back to the Garage, and told them...
They had a look at it and they saw that hot water is dropping down anywhere...Before i took my car to the serive the cooling temp was allways about 90°C. They said, its because of the lost of cooling water etc. But i was sure, taht the Cooling Fan in the front (the one if you are standing in front of the vette und look under it) worked before, they told, if the air condidion (clima compressor) is not working, then also the front cooling fan can't work. i can't prove that :(
Now, does anyone know mor about this fan? when it's working, is it a need for the cooling that it's working? or what can cause this heat?

Front(auxillary) is controlled by thermo switch on drivers side between #1 and #3 cyl. It comes on at 238' F.

Main fan is controlled by ecm when temp reaches 228'F
Turning on AC will make ecm turn on the main fan.
