getting code 21...tps set too high?

getting code 21...tps set too high?
this weekend i took the throttle body off, cleaned it, put in a new IAC, and tuned everything. I set the TPS at .54. at WOT, it was over 4.0. i think it was closer to 4.5. anyways, after making a few runs down the track, the SES light will come on, and then go off shortly after. it does it on the road also after mashing her to the floor. any ideas? do i need to set the TPS lower?

Code 21 will set for:
- TPS greater than 2.5v
- Engine is running
- MAF air flow low
All conditions met for 3 seconds
or
TPS voltage over 4.5v with ignition on
An open ckt 452 (sensor gnd) to ecm will also set code 21.
