Not sure what it does(something modifing the IAT), but it's a better idea to move your sensor up to the airbox. I wouldn't pay money for this. It definitely won't give you 20hp. The computer calculates the AFR for a reason. More fuel won't necessarily give you more HP.

Im too lazy to read your links, but if you really want to learn and make your own chips- the info is very available and free. Try here in the scan and tune section, and over at thirdgen.org 's message boards. Combined there is a wealth of info that should at least have you reading for weeks. The hardware o burn your own could cost less that $150 if you shop around.

All that GIZMO does is add a resistor to your intake air temp sensor. Its fooling it to tell the ECM that its a bit warmer to lean out the mixture. But the tning about doing that is, once in closed loop the ECM will use the O2 sensors to trim the fuel regardless of what the IAT does. So I call :bs
