A lot depends on gearing, torque curve, shifting, etc. For example If car A has a steep rear gear it will accelerate quickly and top out at red line before it reaches the 1/4 mile mark. Car B has a taller gear and is still accelerating at the finish line. If both cars run the same time car A will have a quicker 0-60 time.
