I've often wondered if there's a rev limiter in my '86. If there is, I've never hit it. I know LT1's have them, but I don't know what year they started.
Not sure why you are asking, but my 89 L98 with 3.07 performance axle shifted right before the rev limit cut in.....I can't remember for sure, but I am thinking about 5500.
Problem I had occasionally was that in 1st gear it would get to just before the shift point and rev limit would kick in and it would just hang there for a moment or so.
Corvette Action center told me this was a pretty common problem, there was way too small a spread between the rev limit and shift point, something like 25 rpm. In any event way too close considering various tolerances.
So on stock engine raising the shift point you will simply run into the rev limiter on engine.
But your '89 L98 doesn't have a rev limiter built in :

Yes you can do it in your driveway. The governer comes right out the side of the tailhousing of the tranny. The kit should come with good directions. I hope so anyway, since I just ordered mine from Jegs about an hour ago.
I used the B&M governor kit..
I Changed only the weights. Since the governor's weights and spring affects also the part throttle shift points you can achieve the right shift points at WOT (maybe differents on each gear...) but you can mess the part throttle shift point too.
Now I have the right WOT shift points (around 5000 in 1st and around 5200 in 2nd) but I lost the overdrive part throttle shift... and the part/light throttle shift points for 1 to 2 and 2 to 3 are rised a bit (3 or 4 mph more than before)
the 3 to 4 rised tooooo much
The overdrive comes at 85mph!!
I have to reconsider a new combination of spring/weights...I'm totally lost..

The way I understand it, the governor controls the full throttle shifts, and the Throttle Valve Pressure cable (aka TV Cable) located on the Throttle Body controls the partial throttle shifts.
There is probably some bleed-over between shift points when you adjust one or the other, but I would try adjusting that before I play with a correctly shifting governor.
My stupid little white car has a Continously Variable automatic Transmission (CVT), it took me a week to get the TV cable adjusted right on it! Now I do my absolute best to not even look at the adjustment when I have the bonnet open!

Well I haven't had the 89 since I 96 when I got my LT4....I could be very wrong on the 5500, but I find it hard to believe that after all the investigation I did including a phone call to the Action Center that I am wrong on the rev limiter vs WOT transmission shift point race.......if I am, sorry for the misinformation..

Just get the car up high on stands. Have a couple extra quarts of (sort of a messy job) fluid on hand. A nce clean table to work on. May be a good idea to take a look under it ahead of time to see what you are getting into.

The governor controls also the part/light shift points.
The governor gear (the palstic one) turn with the shaft. When it turn (speed related) if forces the weights out pushing the end tips that pushes the valve; if this overcomes the pressure (the Tv line comes in to play also..) of the individual shift valve in the VB the upshift occurs.
Try to put very light weigth (or try to remove the wheigts) and you will not see the 2nd gear even at light throttle..or if this occurs (1 to 2) you will see that this will be at a higher RPMs than usual
