88 Fuel Pump Relay Problem?

88 Fuel Pump Relay Problem?
Greetings All,
I Am Not Sure If I Have A Problem Or Not. I Have An 88. In Most Cars I Have Been In With Electric Fuel Pumps, When You Turn The Key You Can Hear The Fuel Pump Energize For A Second Or Two. In My Case I Can Turn The Key To "on" And I Hear Nothing At All. I Proceed To Crank For 2 -4 Seconds And The Car Starts. To Me, That Isn't Right And Too Long. Recent Tune Up All All Things Are In Order. I Am Also Aware That Once Oil Pressure Gets To About 4lbs, A "back-up" System Takes Over And Supplies Voltage To The Pump. What Do Ya Think? Someone Remind Me Of The Location Of The Pump Relay And Replacement Cost Please And Thanks!!!
