Flex agents are way too overrated, as long as you prep the panel good, you'll have no problems. I'd suggest repriming and sealing (K-36) I have painted hundreds of bumper covers and rarely use flex agents and have never had one come back. PPG 2021 clear is pretty flexible, DBC base coats are all pretty flexible. Good luck, if you have any more body work questions let me know!
It's cold in Seattle, my vette was recently repainted and I did ask about flex additives and was told it wasn't necessary with the new urethane paints.The work on mine came with a life time warranty against workmanship-I know paint isn't guranteed for life-but this is a second generation shop and they do vettes.
I recently painted my vette myself and asked those same questions locally, here in Florida. I was told to skip the flex if the car is being painted fully assembled, use the flex on the bumpers if they are removed for painting. One other tidbit I was told, is that flex added to paint is not everlasting. Is has a short lived life span, and will eventually return to a normal non-flexed finish- so the question about climate may be answered here.
To add to the above, I was advised by ppg to avoid using flex unless I really thought I needed it. I ended up using it in the bumpers, as the whole car was painted in pieces due to changing the color from blue to black.
I just repainted mine in December,,, quized the auto paint place about it, and they said no need. I pulled both bumpers, and pulling the front nose over the front bumper mounts didn't hurt anything. Maybe I was lucky,, but I didn't use any,, and the "flexing" the pieces did going back on didn't hurt anything.

How does the color match the original... I'm going to do mine in Feb. Needs it bad ... I'm working on the interior now and have it almost completed....
