Just wanted to say thanks, Patches! I came back from 2 months out of country and my blower motor was dead - pulled it out and noticed some water backing up; did a search on here and sure enough I had the same problem you described - 1 unobstructed drain valve later and no more issues.

I also sprayed lysol in the vent and it smells better. It was getting a little musty lately.
Should I put the drain back on?

I removed the rubber drain tube on my 98 and must not have put it on good enough. It fell off. One year later it is still off and does not seem to effect the operation of the drain. I would install it because it keeps the water from running down the fire wall and on the exhaust.
Please let us know how you make out.

Once I left the window down during a BAD rain storm!
Anyway,,,, water can enter the passengers foot well from a number of areas. Looks like you have zeroed in on one of the leak paths. Here are some of the other areas that will give you problems sooner or later!
One is the HVAC air box condensation drain. Patchs has already provided you a detailed drawing so,,,,,,,,,,,,,I will give you a picture of the rubber fitting and some other details.
Here is the fitting and a close up of the crimped area that gets clogged:

If you want to remove the fitting and cut off the crimp (RECOMMENDED) here is where it is (HIGHLIGHTED AREA) on the fire wall. The flashlight beam is shining on the area where the fitting lives.

When this fitting gets clogged, condensation inside the HVAC air box will back up and spill out into the passengers foot well. The BCM will get damp and freak out!
The drivers and passengers side door frame area has a leak path on some C5's. My 2002 Z06 leaked on the drivers side. Here are some pictures of how GM installed some putty to solve the leak problem:
Drivers side upper door hinge.

Here is a picture of the passengers side with OUT any putty. It has not leaked YET!

If your carpets are wet I STRONGLY recommend putting the carpet and jute underlayment in an area where it is warm and dry soit dries out completly prior to reinstallation!

If you have headers,, your most likely NOT getting it from the bottom! I used two LONG screwdrivers and worked it off the fitting, cleaned it and worked it back on. Theres DNA in there as I did squeeze my hand in there a few times and repositioned it. If you dont have headers, from the bottom is s snap!

In my case, I have no indication that it is plugged, but I would like to take the elbow off an check it.
Thanks
