I knew a woman once.
She told me she would never ever wave. Ever.
Said she was afraid the wave would be misintrepeted and she would be followed on a high speed chase or something.
I wanted sooo badly to tell her that she was coyote ugly and that the wave COULD ONLY be for the car. But I didn't as I was in my nice phase of being a human being at that time.

Another fact: Women driving Vettes get LOTS more waves from other women driving vettes than guys waving at women.
As mentioned in another reply above, its an unfortunate cultural thing about the potential of mis-interpretation of intentions....Sad but true....It used to be better 35~30 years ago. Non the less, I still wave at other Vettes! Save the wave, its just being friendly to other Vette enthusiasts.
