I just got a 2001 2 weeks age. I have not quite got used to that long front end. I am a little embarassed, but went out to dinner tonight and just bumped the curb, just kissed it. Went to dinner drove home. Went back out to car and noticed the front plate panel (cover) was missing. I was not happy. Started thinking about and Knew it was on earlier when I left work. Surmised it might have got knocked off at the restaurant and went back. Luckily it was still there. The two holes where screws attached it were both broken through. Also looked liked it was not the first time it had popped out. There was also a piece of Velco on the plate cover but not in the recess, so they may have had trouble before with it.
Question now is what is the best way to mount it so it will stay in place? or do I just get a different one and go with a new mount?
velcro was not a factory mounting system so it has been off before. mamy people that live in states where plates are required use this method to cover up the plate as much as they can get away with. You should be able to mount it with 2 small screws if you don't trust the velcro...
Okay, I'm on the same page now. By the description, I'm betting someone removed the cover once and didn't know how it came off and broke the tab that the screws go through. Then the cover was put back on with velcro.
I figure he is going to have to buy a new cover or fabricate a tab for the screws to go through.
We both live in NM, so no front plates here (at least not Yet). It is a cover for the front license plate Bay. I beleive it has been off before. Actually one of the two holes tore through completely, the other hole just seems to have been stretched enough to come off over the screw. Both screws are sill in place. I think maybe the solution is to get the same diameter screws but with larger heads or put some washers over it to give it some more grip.

The front cover mounts using two small screws under the lower lip of the cover. You can use the screws or the velcro works - just have to install a piece of velcro on the fascia too.
you won't be able to go to much larger on the screw heads - not much room in there. Maybe you could glue a thin strip of plasic over the holes to cover the damage, then redrill new holes. The other option is to redo the velcro so you have both sides - there is not a lot of pressure on the cover....Good luck

Actually, what you can do is just drill new holes in the inside flange (smaller than screw size) then drill holes next to the exsisting holes and screw. BUT what you should do ,....as this IS a corvette is just trash the old cover and by a new one they are not so much $$
