Little scum bags everywhere nowadays. At least they didn't scratch you paint job up getting it off. I guess they would have had to used a screw driver to pop if off quickly as they did it in broad daylight.

Just go to your local dealer for something this inexpensive. You might be able to find it cheaper at another vendor, but by the time you figure in shipping, it may end up being the same.
