That in itself would be enough to turn me away from this guy, even if everything else was legit. Which it sounds like it isn't. Time for you to do this.

I have to chime in with the others who recommend walking (running) away from this deal. This guy is dishonest and is trying to involve you in something unscrupulous. My first question would be this...if he wants to do something like this in the transaction for the car, what is he not telling me about this car that I might want to know? I wouldn't trust him, period!
No matter how much you like this car, you can always find another one that you will like just as much for just as good a price, if not better. This is not the kind of person to do business with!
If he throws the old "But we had a deal" routine at you, just let him know that he broke it when he asked you to do something dishonest in order to complete the deal.
