In fact, after thinking on this for 5 minutes, I wouldn't buy the car if he offered it to you for half price. Tell him to stick the car where the sun does not shine. There are a lot of really good cars on the market now. This guy is full of Sh4857623834905906837t. Tell him to jump off a cliff.
Tell him no. Tell him that you are no longer interested in his car. Then tell him that if he is interested in still selling it to you, that you will offer him a lesser amount than what you offered him before. If he accepts, dont send him any money. Both of you show up at the bank to close the transaction. You see the car. You get the keys, then close the transaction with the loan officer present.
In my area, I think you only have to pay sales tax on the difference between the selling price of your old car and the purchase price of your new car. If the money order can be used as proof of his selling price and he is using the money to buy another car then he'd be able to cheat the government out of a few $$$.
If that is his plan, and he gets busted, you might be considered a participant or accomplice.

It's one of the oldest scams there is. Run for the hills!
Hey, you did the right thing asking here befor making a big mistake. Good decision to pass and I am sure you will find a honest seller with a great car at a fair price.
This is a well documented scam, do some research on it. There was just a long artical in the washington post and msn online about it.
Under no circumstances do business with this guy.
Most people think that when a check clears and hits your account, it is good. Infact, the check is not cleared or rendered good until it hits the national bank.
Trust me, it will come back to you and the bank will want all its money back.

Reading through these posts reminds me of when I sold my 98 Cobra. I really wanted to sell it so I could get my Z06, but when it came time to close the deal the guy who bought it asked me if I would write down a sales price that was lower than the actual sales price so that he wouldn't have to pay so much tax.
I told him no and that if it meant that it broke our deal then it would just have to be that way. Even though he was asking me to do something dishonest and illegal, the guy made me feel as though I was the one who was being difficult. He tried it again when he showed up to finalize the deal. All of this was done in front of his 17 year old son...I wonder what kind of ethics he will have when he grows up.
I remember how much pressure I felt during the few days this went on, but my personal integrity just wouldn't let me do it no matter how badly I wanted to make the sale.
