I recently purchased a '02 vert. When putting the top up or down, the lid rubs on the convertible top. It appears that GM put a rub strip on the canvas because of the interference. Is this normal or does the top need to be adjusted? My '99 vert does not have this problem.
Yes. That IS why the canvas tape is there. If the tape wears through, put on a new piece.

I believe all C5 verts do this and it will rub the paint off the leading edge of the toneau. However, there is enough slack in the top to prevent this if you put your hand or a rag or something between the two. It's not all that much trouble and it will prevent any finish problems or wear on the cloth.
