For all of you who are saying this is "OLD NEWS" and "Welcome to today" might want to read a little closer, according to this link, GM is now saying it will Remove the Locking Plate on Manual Cars also... not just Automatics
The previous recall for the Manual cars did not include this
Here's a stupid question maybe somebody can answer, but why aren't they removing the lock plate on canadian mn6 vettes only? All others it is removed or am I not reading this correctly?

They are removing the locking plate on US Manual cars now... before in previous recalls, they only removed the Locking plate in Automatic cars.. in the US this I think was due to goverment safety regulations,,, and the Transmission locking or steering wheel locking.. GM must have figured out a way around it, or proved it was a bigger safety hazard leaving the plate in on manual cars
Looks like the Canadians are stuck with the same BS reacall for the Manual...replace the locking plate, reprogram the PCM ...yea that fix worked great here in the USA.... I had same recall done, and the column still locked up and computer shut the fuel off.

Recall bulletins are routinely distributed to GM dealerships. Anytime you bring your car in for service, they will check the VIN and know that it needs the recall service performed. A lot of independent garages seem to find out about specific recalls, also. If it's a recall item, they aren't gonna care if you're the original owner or not.

Don’t worry, GM knows where you are.
Actually I think for safety recalls they access state DMV records and notify owners of recalled vehicles based upon current vehicle registrations.

Colum Lock Bypass has been and still is the solution.
In his original post he says column lock recall, This was done in Nov 2004. The latest recall which was posted above mention it replaces the Nov 2004 recall.
So he was telling us about the new recall and you assumed he was referring to the old one in 2004, hence your sarcastic remark...
Just admit it you jumped to an incorrect assumption...
