I seem to have the same issue with my '00 FRC. Same code and keeps coming up.
Have you been able to resolve it?

The Speed dependent Steering System (MAGNASTEER) incorporates its controller into the EBTCM. The EBTCM controls the amount of current supplied to the MAGNASTEER actuator based on input from the wheel speed sensors and based on the steering wheel position sensor.

One or both of the MAGNASTEER actuator circuit wires become open or shorted.

A malfunction DTC is stored. No ABS/TCS indicator lamps are turned ON but MAGNASTEER is disabled. ABS/TCS remains functional.

A history DTC will clear after 100 consecutive ignition cycles if the condition for the malfunction is no longer present.
The On-Board Diagnostic (clearing DTCs) feature
Using a scan tool

The following conditions may cause an intermittent malfunction to occur:
A poor connection
A rubbed through wire insulation
A broken wire inside the insulation
Check the frequency of the malfunction by using the enhanced diagnostic function of the scan tool. Refer to Enhanced Diagnostics
Check the following for all circuitry suspected as causing the intermittent complaint:
Check for backed out terminals
Check for improper mating
Check for broken locks
Check for improperly formed terminals
Check for damaged terminals
Check for poor terminal to wiring connections
Check for physical damage to the wiring harness

Thanks, Talon90.
I guess I'll be doing some searching for all the wiring related to the magnasteer circuit. Would you know of any specific connections that might be prone to fail so I can check them first?

I don't but I can try to post some diagnostic details from my service manual in the morning.

Here is a little more info from the service manual. Hope it helps.

Thanks again.
I checked some of the connectors and wiring but it seemed okay.
At least I know now that it's not an important issue which needs to be fixed right away.
I'll have the mechanic to run a diagnostic next time I bring the car in.
