What I've done is to mount my plate on the car and then velcro the cover over it. When pulled over I just say that I had forgotten to take it off from the car show I was at last weekend. It pops off in seconds and the LEOs are usually pretty understanding at that point.
Wonder if those clear covers would be considered something that alters the appearance of the plate?

Yes, that is what I was referring to - the clear covers are illegal in Oregon (don't know about other states). Whether they choose to enforce it or not is another issue. I ran our `93 for one year and the `96 for 3 years without a front plate and was not stopped, but last summer the locals down here started aggressively enforcing the front plate law. Two of our members were told point-blank, "We are targeting Corvettes and PT Cruisers". I don't like the looks, but it's not worth the risk for me.
Don't take this as a flame on cops - I had a very brief attempt at law enforcement and my father is a retired Deputy Sheriff.

Pretty easy to do, get a clear cover, mask the area you want to leave exposed, spray paint from the inside. You should be able to get a can of spray paint either mixed at a local auto paint shop or possibly from a dealer. Most of the vendors, Zip, Ecklers, Mid America, sell the clear cover for 25 - 30 bucks.

With the Smoothie in place, it actually looks quite nice on a C5 especially if you have a personalized plate
Obviously not as good as the Corvette filler plate but this is the way the go if you're going to run the front plate (the solution posted by OUR 97 looks awesome too!!)
Received my Smoothie Surround directly from Kewlauto last week. They shipped it the same day I ordered. Great quality and it makes the front license plate look 100% better. Very happy I bought one. If you have to go with the front plate, Kewl's License surround is definitely the way to go.
There is a yellow c5 on this forum that has done what you suggest. Sorry, I don't know his name. Maybe someone else can chime in here and show you his picture. Or just put it on and live with it. I don't care for the front plate either but have done this....

I did the same thing here in Illinois and am satisfied with it. It seems to "make" the plate more of an intregal part of the front end. Of course, I'd would rather go sans plate!

I guess ive been lucky so far.Here in nj its the law.I keep it in the car and so far so good.I got to say, that EVERY time i see a police car i do kringe a little.So ill keep going till the day comes when it will be my turn to pay................
Just wondering how they pulled you over 5 times ? Did a cop pass you going the opposite direction, turn around and pull you over, or were you parked when the nailed you ?
Also, it is true (as someone stated) that you cannot legally cover parts of the plate such as state name, etc.
I have one solution: MOVE TO FLORIDA
It has been a variety of things, mainly when the officer has radar setup and I pass they grab me. I have had them whip a U-Turn before also, one of the drawbacks of a red car.
Just mark off the back for the number of characters you have, mask off, and paint body color. The clear plate keeps the smooth lines of the bumper.

Well then put the bare plastic cover on without paint or paint like mine but with those areas exposed!
The other reason I like this cover is that it's flush, no concave depression in the bumper, which is a crap collector.
and often wondered if you could mount it on the passenger visor (facing out when you flip it down ), so it showed to the front of the car. The one I bought already had the front plate mounted so I never tried it. Yes its a half-a**** idea, but then its a half-a**** law.
on my Camaro I bolted it to the air dam. Too low on the vet. I put the clear cover and bolt covers over the holes in the plate. The plate is velcro'd in.
