I have gotten lucky so far. I've put about 500 miles on her in Portland, OR so far and have not been hit yet. I guess I should put the plate on. Why ask for trouble.
I've been running without a front plate on my Miata since October and on the 'Vette since November. No problems yet, and I drive one car or the other every day.
My general feeling is that most cops won't pull you over just for that, but if you're doing something else stupid they might decide to add that to the laundry list.
Most of the attempts to keep from just mounting the front plate using the factory trim plate just end up focusing more attention on the area and looking worse.
The simple black trim plate compliments the rest of the black trim on the car (particularily on the Z06). If your state requires a front plate, just put it on with the factory trim and be done with worring about it.

Same here with the Vette. Been driving it off and on since I got it a month ago without a front plate. Bought the clear cover just in case...not planning on using it.
I live in Virginia and a front plate is required. I've not had a plate on the front of any car or truck since 1985 including my vette. Never been stopped nor have I ever been asked about it except by other vette owners. It is zero points on the license and a mechanical fix-it-ticket so I'll keep taking my chances.
I've been pulled over a few years ago in my Cutlass, no ticket just a verbal warning. It did not cost any $ but it did waste my time while the cop 'checked things out' Ever since then I've put it on. Just one more reason to give em to pull you over.

Wonder if those clear covers would be considered something that alters the appearance of the plate?

5 years ago I had just bought my 85, and was stopped coming out of Canby heading to the freeway at 11 at night. Cop did a u-turn and came back and got me. He let me know the clear cover is illegal. I have had the 98 for a month now, still with texas plates, nothing on the front. When I get the oregon plates I will try to cut the cover so it is still whole on the edges, but shows all of the plate. I do not like the way the kewl plate cover looks, with just the sides and bottom. I would buy one of theirs, if they made it all the way around the plate, and a bracket to drop the plate enough to center it. I just don't want to give them a reason to stop me.
I have had my Vert, new in 2000, in Illinois. Have never had a front plate on. Never been stoprd for it, 24K miles. I like the idea of the velcrose cover idea. Any tricks to it? Mark
