The previous peerson may hav einstalled the CLB (column lock bypass) it is the most common mod on C5's due to a high incidence of column lock problems that if it occurs means a flatbed trip to the dealer...
Read the sticky at the top of the C5 tech section on column lock.
Also read the sticky at the top of the C5 General section called weights, measures, ratios etc... It is full of "must know info"

Actually the dealer removes the locking plate and yes you will be able to turn the wheel with the key removed, however that alone can't tell you if its from clb or the recall.

If you have an A4 newer than 2000 it doesn't have a column lock. Otherwise, yes it should lock up unless you have a column lock bypass fitted.
With your VIN, any Chevy dealer should be able to tell you what recalls were performed. I registered for mygmlink and sent them an email asking what recalls were performed on mine and they responded with an email that two CLB recalls were performed.
