Competitive Driving disables the traction control and keeps active handling on.
And supposed to give you more throttle control of the rear wheels without the TC kicking in...or so I've heard here from those who are track or "otherwise" inclined..
The myths about this mode are funny, I had a guy at a car show tell me his 98 Pace Car when you pressed that button and got Competitive Driving mode it would bring the horsepower up to 425 LOL. Aside from turning off TCS but keeping on AH it does nothing else.
When you press it on my car a couple dancing girls come out of the dash and do a little diddy for ya!
If I understand it correctly, 2000 and before models did not have this. I have a 2000 coupe and did a little autocrossing last year and if I remember the posts from last year it is not available.

Actually I believe it was available with 1999 and 2000 but only if you had the "active handling" option. Also, on the the first few years it was available you had to be stopped while activating. I believe it was in 2002 that they upgraded it to where you can activate it "on the go" rather than sitting still.

No. Competitive Driving is a mode that can be selected within the Active Handling system and in order to have the Competitive Driving Mode, the car must be equipped with AH (RPO JL4). First generation AH made it debut sometime during the 1998 model year as an extra cost option. Second generation AH was introduced in model year 2001 and it also became a standard feature that year. The links below talk about 1st and 2nd generation AH and the difference in how the Competitive Driving Mode is enabled for each.

First generation active handling (which included the Competitive Driving Mode) made its debut sometime during the 1998 model year. The ability to select the Competitive Driving Mode while "on the go" came with second generation AH which was introduced at the start of the 2001 model year. See links posted above.

experiment but not with other vehicles around.
With Traction control OFF . . . start from a dead stop and nail it . . . you will find your rear end coming around on ya
In COMPETITIVE mode you can spin your tires when you drag race but not go sideways. . . . but you have to practice on how much you want to spin the wheels . . . ya need to learn how to launch it with practice on slipping the clutch
Is there a way to have Competitive Mode stay on instead of always having to press the button??
Yes! A device called LapTrax can be wired into your BCM that will enable you to be in any mode you wish including Competitive Mode when you start your car. You can restore your cars default mode at anytime by simply pressing your AH/TC button once on your console.
