I would say you bought the car used from a dealer. If thats the case, all dealers will remove the aftermarket equipment(and I mean CUT it out) before the car is put up for sale. It looks like a hands free mic for a telephone. They must not have seen it or they would have just cut it and stuffed the wires back behind the pillar trim.

Its an air conditioning unit....typically found on the side of the house where it's suppose to be just like in your picture. It's sole purpose is to provide the home with a cooler atmosphere during the summer time.
