The easiest way is to remove the access cover just in front of the wheel and under the front bumper cover .You will then see the two sets of wires for the DRLs and the side lights .You will need to lift the car some for better accesss

Glenn, I just replace my front bumper light assemblies.
Get the front end of the car jacked up and install jack stands, its a little easy to access the panel if you remove the tires. The panel is just below the front air duct. It has 4 screws to remove it. You should be able to get your arm inside.

I did it via the lower access panel, which works well if you have ramps. You can also raise the headlights manually and remove the black plastic surround. You can then access them by reaching through the opening w/o raising the car.

but you can also push back the air duct and reach in thru there. thats the way I have done it b4
Presuming you don't have forearms the size of Arnold's, its just the same as changing the DRL bulb.
I use the same method. Take off the black headlamp surround and reach around the headlights. I go in from the outside. Its a bit more of a reach but easily doable. It twists out anti clockwise.
Last time I did it, it took 3 minutes flat for both bulbs.
