Well i have a head cam car and was wondering if changing out the lifters and or the rocker arms would add any horsepower.
I assume by "head-cam car" you mean the engine has aftermarket heads and a cam. If it's an LS1 then I'm sure it's using the stock roller rocker arms. I also assume that whoever put the cam in, replaced the stock roller one with another roller one.
Yes there are better quality roller rocker arms than came with the LS1, but I seriously doubt you would notice much if any difference changing them out.

The LT4 engine came with full roller rocker arms provided by Crane and stamped with the Bowtie emblem. The roller rocker design enables higher revs with less heat and friction.
The stock stamped rocker arms on the LT1 were 1.5 where the LT4 came stock with 1.6. The reason to go larger or longer is an old cheater trick - the higher lift, the longer the valves stay open and/or closed adding a few extra ponies. The only concern is to make sure the valve springs can take the higher lift and RPM.
The LS1 comes standard with 1.7 lift. and after market kits at 1.85.
