I agree - tell him that there is no way that you are going to refund any money to him. My guess is he damaged them and now wants you to pay for his mistake.

Block him from your e-mail. Does he have your phone number or address?
This ones an easy one. Tell him to bring you the damaged wheel, in person. Not shipped to you or some other bull****. I'd bet a paycheck, the kid drops it fast, because, the way I see it, he's trying to scam you for some bucks back.

As soon as I said to bring me the wheel and we would split whatever "straightening" was needed to shut him up he stopped immediately. So hopefully all done
The wheels are probably still in good shape, he probably figured anyone nice enough to deliver them that far for free, would fall for his line. Contact Ebay anyway and tell them what you said on here about having them inspected prior to delivery and what the guy tried to do and how he shut up once you called his bluff. This person has probably scammed others on Ebay or will try again. Once he took posession of the wheels, the care and responsibility became his. If he didn't like the looks of them he shouldn't have paid you and took delivery of them.
