After reading this I found myself wondering what else could you do with the ashtray area if you're not a smoker? This was probably covered previously but...It's a pretty convenient area to do something practical with.

I just brought this subject up two days ago. There were some good ideas. My garage door opener now resides in mine.
Wanderer, I have the same problem only mine worked until the dealer replaced the factory radio. When I brought it to their attention, they tried to charge me $400 to replace the ashtray as it has something to do with the door staying closed.
I'm in the process of filing a small claims case against them for the cost of the repair and the parts and I'll be fixing it myself. My labor rates are higher than the dealers so I plan on sticking it to them. I no longer will deal with dealers as they're just a bunch of a-holes and couldn't figure their way around a box of Play-Skool toys.
Only in America would someone sue over the inner ashtray cover remaining open when the outer cover is open.

I have my heated seat switches in mine. The inner flap is removed and the outer flap still closes when theyre turned off.:

No, I'm suing because the outer cover will no longer stay closed like it did when I had the dealer fix my radio and AC head units. Since I use my ashtray to hold all the quarters that I feed the meters, I need that door to stay closed. That way when I do my jack rabbit take offs, all my change doesn't end up lodged between the emergency brake and the center console. Not to mention that the dealer tried to charge me $400 to fix what they broke in the first place. They NEED to be sued.

If your radio bezel has been removed and replaced recently there is a very good chance the little spring that attaches to the outer door (behind the ashtray) has come off or is not properly seated (this happened to me after I had mine painted). My outer door would not completley close and my chnge in the ashtray kept sliding out onto the floor. You have to remove the entire bezel and check the back of it (closest to the firewall if it was installed) where the outer door connects to the bezel. There should be a little "V" shaped spring that attaches to both pieces. Once this spring is properly attached everything should open and close perfectly.
The only way I'll check that puppy is if I loose my case. What you are describing sounds exactly what may be my problem but I didn't break it so I ain't fixing it unless I loose. Thanks for the heads up. I thought I would have to buy a $400 ashtray, as if they actually cost $400.
