Blue Headlights
Anything you get in a halogen bulb will likely not be blue as to be blue the bulb has to be around 8000 kelvin and halogen bulbs are not usually capable of that. Many will put colored filters on the halogen bulbs to change their temp/kelvin output, but this also reduces the usable light from the bulb.......which is lame to start with.
So you only real option is to go HID with 8000k bulbs

By nature of the vette's headlights the usable light from the headlamps is minimal, reducing it by using "blue" bulbs is not a good idea.
The blue colored halogen bulbs are about $20 - don't waste your money, you will be very disappointed (ask me how I know).
The least expensive route is HID (High Intensity Discharge) conversion kits (ebay vendors sell these for $75 to $150 per set; fogs, lows, or highs). The bulbs mount in your stock housing and require a separate ballast to power them. Although most HID conversion kits are not legal because the bulbs are not mounted in the "projector" style housings that are specifically designed for them, they are VERY popular.
One way to improve upon this is to modify your stock lamp housing by mounting HID bulb projectors into the stock housing (requires a good bit of DIY elbow grease). Radioflyer (poster above) did this and I'm sure could give you lots of advice.
The best way to go is to install a true HID kit, which replaces the entire lamp housing, bulbs and all. Check CorvetteGarage for a very popular kit for sale there made by ACA. Prices vary on these too, but are generally $750 to $900. For advice on this option, contact jdmvette.
stock 4300K halogens ~ 1000 lumens
HID 4300K (yellowish) ~ 3100 lumens (HID is 3 times brighter, same color)
HID 6000K (diamond white) ~ 2900 lumens
HID 8000K (iceburge blue) ~ 2500 lumens (2.5 times brighter, blue color)
The problem is that, although the lights will make your headlights look blue to everybody else, they will also make everything you see while driving at night appear blue and your eyes just don't work very well with that color lighting. My map lights originally had 3 white, 3 green, 3 amber LEDs each. I replaced the green and amber ones so that I wound up with 6 white and 3 blue LEDs. Now I CANNOT read maps at night. If I ever go back into the map lights again, I'll get the blue LEDs out of there.
Everybody's going to 6000K, not 8000K and raves about brightness for night driving. Some even claim their 6000K lights have a slight blue tinge.

Here's a picture during the installation of my HID's. They are the 6000K (just a tinge of blue and very bright). The passenger side is a HID, the drivers side is stock. Notice the difference in color and brightness. You'll kick yourself for not doing this sooner.

Takes about an hour to do the install if you know what you're doing.
