It's easy... You do it yourself.
1) Turn ignition on
2) Turn radio off
3) Press Driver Information Center (DIC) RESET button ( 6 )
4) Press OPTIONS button on the DIC until display is blank ( 4 )
5) Press and hold RESET button for 3 seconds ( 6 )
6) Press OPTIONS button until FOB TRAINING is displayed ( 4 )
7) Press RESET button to begin programming sequence. ( 6 )
8) Simultaneously press and hold LOCK and UNLOCK ( A & B )
buttons on first remote for 13 seconds until message
appears stating programming is complete. The computer
will ask to program second FOB. If you don't have a second
FOB follow on to step 9.
9) Turn ignition off and remove key for ignition.
10) Test remote or remotes

You can also just try pressing the lock and unlock buttons at the same time until the horn honks.

It only takes a few seconds to program the FOB's, even if you are doing all 3(3 is the max # of FOB's allowed). There are lots of little 'secret' programs in there...like an 'Idle relearn', (if you have done any intake mods or have a hesitation problem on take off..) Someone sent me a list of all the programming things you can do in there and it was something like 30 different ones, just by pushing the right butons in the right order, at the right time....Someone smarter than me programmed all those commands in there!

Wouldn't a criminal be able then to make their fob work to get in your car?

I believe pushing the lock and unlock at the same time will just re-sync the fob to what's already programmed in the car. This will work a lot of the time without having to go through the complete reprogramming. So a criminal wouldn't be able to make their fob work this way, unless they're awful lucky.

Re-syncing will only work on a FOB that's been matched to your Vette.
